Anti Ragging Undertaking

It is mandatory as per the Hon’ble Supreme Court and UGC regulations that all students must fill the Anti-Ragging Undertaking every year. Students are required to follow the steps given below:

  • You must have a valid Email ID. Create one before filling the online undertaking form.
  • Visit the website www.antiragging.in or www.amanmovement.org.
  • Click on “Click here to download the Anti-Ragging Affidavit” on www.antiragging.in or “Online Affidavit” on www.amanmovement.org and read the instructions carefully.
  • Fill in the Anti-Ragging Undertaking form and submit it online.
  • You will receive the Student and Parent Undertakings at your Email ID as attachments.
  • Download the undertakings, take a printout, self-attest and submit them to the college at the time of admission.

ORDINANCE XV-C: Prohibition and Punishment for Ragging

Ragging in any form is strictly prohibited within the premises of the College, Department or Institution and any part of the Delhi University system, as well as on public transport.

Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under this Ordinance.

Ragging ordinarily means any act, conduct or practice by which dominant power or status of senior students is brought to bear on newly admitted students or those considered junior or inferior, including acts which:

  • Involve physical assault or threat to use physical force
  • Violate the status, dignity and honour of women students
  • Violate the status, dignity and honour of students belonging to Scheduled Castes and Tribes
  • Expose students to ridicule and contempt affecting their self-esteem
  • Entail verbal abuse, aggression, indecent gestures or obscene behaviour

The Principal of a College, Head of the Department or Institution, and the University authorities shall take immediate action upon receiving information about any incident of ragging.

The Proctor may also suo-moto enquire into any incident of ragging and submit a report to the Vice-Chancellor regarding the identity of the perpetrators and the nature of the incident.

If the Vice-Chancellor is satisfied that it is not expedient to hold an enquiry, his/her decision shall be final.

On receipt of a report disclosing the occurrence of ragging incidents, the Vice-Chancellor may order rustication, expulsion, cancellation of results or debarring of students from admission or examinations for a specified period.

In cases where students who have already obtained degrees or diplomas are found guilty, action will be taken under Statute 15 for withdrawal of degrees or diplomas.

Abetment to ragging in any form shall also amount to ragging under this Ordinance.

All institutions within the University of Delhi system are obligated to carry out the instructions issued under this Ordinance and assist the Vice-Chancellor for its effective implementation.
